Mobile scaffolding and cherry picker licences

You'll need a licence to erect scaffolding or use a mobile scaffold on the public highway, as well as use a cherry picker on the public highway.

Requirements of the licence

You may need to temporarily close the footway to safely erect and dismantle the structure, if so you will need to deploy a banksman and provide the relevant traffic management and arrange a traffic order if applicable. 

To ensure that work adjacent to the tramway system is carried out safely, it is essential that you arrange a site visit with both a Tramlink representative and an Neighbourhood Safety Officer.

When you don't need a licence

You do not need a licence or consent to place scaffolding on private land, however you may need parking suspensions to enable you to park while you unload or load to construct or deconstruct the scaffolding.

Renewing

If you wish to renew your licence, you will need to apply at least 7 days before the original licence expires. You will also need to renew any parking suspensions at least 5 working days before the date required. 

Renewal of a licence is not automatic and depends on several factors including other planned works in the area, planned events in the borough and compliance with the original licence. Failure to meet the terms and conditions of your licence may result with it being revoked or a renewal licence application being refused. 

If your licence is revoked

If your licence is revoked you must immediately remove your scaffolding from the highway.

Mobile scaffold licence

A licence is available for one day or one week and can only be obtained once a site meeting has taken place with a Streetscene Officer.

Footway and road closures must be arranged with traffic management before any work takes place. Cones and tape can be used to barrier off the area in use.

Cherry picker licence

A licence is available for one day or one week and can only be obtained once a site meeting has taken place with a neighbourhood enforcement officer.

Working next to the tramway

To ensure that work is carried out safely adjacent to the tramway system, prior to submitting your application form, you will need to arrange a site visit with Transport for London and an area enforcement officer in attendance.
